Article Publishing Charges /Article Processing Charges (APC) is one of the components of the ONOS scheme. APCs for selected good quality open access journals will be centrally funded through the executing agency for ONOS. Top quality Gold open access journals are selected based on criteria defined by Core Committee, ONOS which is updated from time to time. The current criteria includes Gold Open Access journals listed in top 5% journals as per any of the 3 indicators (CiteScore, SNIP and SJR) from the publishers providing access to their published journals under ONOS.
Read-and-Publish
- ACM, the Association for Computing Machinery (ACM Digital Library) is subscribed under Read-and-Publish Agreement under ONOS. This agreement provides 6,500 government-funded higher education and research institutions across India with Premium Access to the ACM Digital Library, while enabling authors in participating institutions to publish an unlimited number of Open Access research articles in ACM journals, ACM conference proceedings and ICPS Proceedings with no article processing charges (APCs). Additional APC Support Scheme by ONOS Publishers
- Wolters Kluwer Lippincott provide a flat 50% APC support on a curated selection of credible Open Access and Hybrid journals as per Statement of Commitment (अनुसंधान ज्योति - India Open Access APC Advantage Pilot) signed by Wolters Kluwer in the presence of the Office of the Ministry of Education on March 05, 2026. - Elsevier Geographical Pricing for Open Access (GPOA) pilot initiative enables researchers from India (and other eligible low and middle-income countries) to benefit from up to an 80% discount on the standard APC list price for participating fully gold open access journals (~ 300 journals). - OUP automatically waives or discounts the article processing charges (APCs) in fully open access journals for eligible authors as part of our waiver and discount policy. OUP also grants a small number of discretionary waivers on a case-by-case basis for authors publishing in fully open access journals who are unable to pay the APC, regardless of their country of residence. As part of publisher-supported open access initiatives, Oxford University Press (OUP) offers a 25% APC discount for corresponding authors based in India when publishing in eligible fully open access journals. The discount is applied automatically based on the author's institutional address and does not require a separate application.
